I am pretty sure that that isn't possible to change edit; it says that yo can do that but you need to get the "additional language files". Actually, the language files will work and be available for download with all versions of vista, including basic.
I just called the support here in Sweden and thats what they told me. So, to answer my own question. Yes, you can change the language in basic as well.
